摘要： 借鉴质量管理体系的理念和方法，结合能力验证的规则和特点，阐述了砝码能力验证方案的设计过程，具体分析了设计方案的评审、实验室分组、样品传递、结果报告发布等各阶段的内容。经实践验证，设计方案合理，控制效果显著。

Abstract: Drawing lessons from the principle and method of mass supervision system and combining the rule and characteristics of capability verification，the design process of weight capability verification scheme is elaborated, judging of design scheme, laboratory dividing，sample delivers，result report releasing are concretely analyzed. Through verifing the design scheme is reasonable, Control effect is good.
