Abstract: Polarization mode dispersion (PMD) is one of the key problems that must be solved for developing the high-speed fiber communication. It is difficult to calibrate PMD measurement instruments accurately because of the remarkable statistical characteristic of the PMD. As an ideal mode-coupled transfer standard, the wave-plate stack has been applied by many famous organizations. But it is difficult to manufacture the wave-plate stack, besides, it’s also very expensive. These factors form the block of the applications and popularizations of the wave-plate stack. We propose a method on the fabrication of an all-fiber mode-coupled transfer standard in this paper. The stability of this transfer standard is 0.5%, which is comparable with the wave-plate stack. This stability is 1~2 orders’ higher than the ordinary fiber transfer standard. In addition, it is also easily realized and has the advantage of low cost.
